In Vancouver Canada there is a unique institute called "Insite" where more than 4000 drug users (as of the year 2000) can use supervised environment for the use of drugs, mostly Heroin. Every user can find there new needles, first aid services, and facilities such as injection clean rooms with mirrors without worrying to get caught.
The site doesn't supply the drugs, of course, but giving the addicts the possibility to feel a part of "normal society" and a place where they can be taking care of.
Medical staff stays near by to handle overdose cases, and mental illness.
Researches shows that since the institute was established, there is a reductions in public injecting and syringe sharing and increases in the use of detoxification services and addiction treatment among patients.
